Steps to Obtain a New Notary Commission

The first step is to request a test packet from the Nebraska Secretary of State’s Office. Applicants are required to pass a test to obtain a new notary public commission. The required test is only available through our office.

Due to residency requirements, the test packet must be sent to applicants at their home address (street address required). Tests are numbered and assigned to the applicant and are non-transferable.

To request a test packet, please provide the following information:

  • Applicant’s name.
  • Applicant’s home address.
  • Telephone number (optional).

A test packet may be requested via one of the following means:

  • E-mail: sos.notary@nebraska.gov.
  • U.S. mail: Notary Division, P.O. Box 95104, Lincoln, NE 68509-5104.
  • Telephone: (402) 471-2558.
  • Fax: (402) 471-4429.

The test packet will contain the following: a notary test, the Notary Public Handbook, an application form and instructions for completing the application, a bond form and a U.S. Citizenship Attestation Form. Please complete and submit the test only and wait until you receive written notification from our office if you passed the test before submitting the other items.

Once you have passed the test, please submit to our office the following items correctly completed:

  • Initial application with your signature notarized.
  • $15,000 surety bond.
  • $30.00 commission fee.
  • U.S. Citizenship Attestation Form.

Once all steps are completed, we will send your notary commission certificate via regular U.S. mail. Please take your certificate to any office supply or stamp store to order your notary ink stamp.

Purchase of an errors and omissions policy is optional, and you do not have to provide proof of such coverage to our office.

Applicants are not required to use a notary association when applying to obtain a new Nebraska notary commission.
